The panel assessed the evidence provided and concluded that whilst Owen could've been slightly more aware about the car ahead, Ellis had no necessary reason to reduce his speed that significantly and that quickly. The panel feels that whilst it is crucial to be aware to the gaps ahead and behind under SC conditions, there was no necessary need for Ellis to apply as much brake, and in doing so, created a dangerous situation and unnecessary contact to be made
