The Panel reviewed the evidence provided and concluded that Adam Lee does leave the door open for Blain to commit to a move, but then begins to close the door which makes contact more probable. Despite Adam leaving the door open and then closing it when Blain is alongside, Blain then makes contact with the rear wheel of Adam Lee which then spins them round, but the penalty has been reduced as it was deemed to be excessive in this instance
